ISSUE OF PASSPORTS. Dominion Government Challenged. QUEBEC PREMIER'S STAND. United Press Association.—Copyright. (Received 12.30 p.m.) QUEBEC, January 27. The Premier, Mr. Duplessis, challenged the Dominion Government today to explain why "passports were issued to 1200 Canadians who went to fight for the Communists in Spain, and by what authority did the Government permit the recognised leader of the Canadian Communists, Tim Buck, to visit his Communist bretheren in Spain and return to Canada to continue his nefarious battle against the established order add democratie traditions so dear to us."

The challenge is included in a letter to Wilfrid Lacroix, a member of the House of Commons, who proposes that Canada forbid the dispatch of Communistic literature through the mails.
