FRENCH NOTE TO JAPAN. (Received 11 a.m.) TOKYO, January 19. The French Ambassador Jms presented a Note similar to those of England and the United States, refusing to recognise a changed, order in the Far East without previous consultation and recognition by the Powers concerned.
