AN EXCHANGE SUGGESTION. DOMINION TONIC FOR WHITEHALL. (Special.—By Air Mall.) LONDON, October 23. An interesting contribution to the. discussion on strengthening the links between Britain and the Dominions come® | from Fiji. The suggestion is for an interchange of Empire civil servants. Mr. Leslie H. E. Bury, of Suva, believes such an arrangement would prove a lasting lihk between Great Britain and the Dominion. Discussing the possibilities of the idea in a letter to the "Times," London, ho writes: "Dominion politicians already visit England fairly freely, but permanent officials in the civil services, who conduct the daily administration and who often determine policy, seldom have the opportunity. It wouid be of inestimable value to have in the Dominions a nucleus of men, always present, who appreciated the outlook and atmosphere of Great Britain. "A system cf interchange would also help London to a better understanding and knowledge of Dominion problems; ami the practical initiative of Dominion visitors would be a refreshing tonic to the more sophisticated gentlemen of Whitehall. "There are precedents for * scheme of interchange to be found in the arrangements of the fighting forces. English naval officers serve with the Royal Australian Navy and vice versa with complete success."
