Relations Between Russia and Britain. M. BLUM'S OBSERVATION. (Received 9.30 a.m.) PAKIS, November 8. M. Blum, at a meeting of the Socialist National Council, which ended early this morning, said an essential element for peace at present lies in the relations between Britain and Russia.

"We are almost at the situation that existed in 1914 when it was the business of France to bring Britain and Czarist Russia together. France to-day can best promote peace by helping to create confident relations between Soviet Russia and Britain."
