BRITISH BY-ELECTIONS. (Received 2 p.m.) LONDON* July 1. Kingston-on-Thames by-election, due to Penny's elevation to the peerage, resulted: — Admiral Percy Royds (Con.) .. 1!>,887 Mr. G. Loman (Lab.) 9,972 Sir George Penny's majority was 22,930. The by-election at St. Ives. Cornwall, caused bv the elevation to the peerage of Mr. Walter Runcinian, was declared after a recount as follows: — Mr A. Beechimin (Lib. Nat.) .. 13,044 Mr. Isaac Foot (Lib.) 12,834 Mr. Runciman was elected unopposed at last election.
