PROTECTION OF SHIPPING. British Official Wireless. (Received 1.30 p.m ) RUGBY, January 4. Reporting the protests which the British Government made to the insurgent authorities regarding the Etrib and Blackhill incidents, the newspapers recall a statement made by the Foreign'' Secretary in the House of Commons on November 23 that "His Majesty's ships will, should it prove necessary, protect British merchant ships on the high seas against interference by ships of either party engaged in the conflict in Spain, outside the three-mile limit." ITALIANS ARRIVE. ABOUT 4000 REACH CADIZ. (Received 11 a.m.) LONDON, January 4. Information received in official quarters confirms the arrival of about 4000 Italian volunteers at Cadiz aboard the Lombardia (20,006 tons), which is apparently a transport. EXPORTS TO SPAIN. MEXICO ERECTS BARRIER. MEXICO CITX, January .4. As a means of co-operating with President Roosevelt in his "good neighbour policy," the President of Mexico, General Cardenas, has ordered Customs officials to bar the shipment of United States war materials through Mexican ports to Spain. A message from Washington states that the Acting-Secretary of State, Mr. R. W. Moore, said the Mexican action was purely voluntary and not the result of any protest by the United States. He praised General Cardenas. Observers regard the incident as a concrete proof of the value of the recent Peace Conference at Buenos Ayres.
