Japan's Competition Promotes General Wealth. I PAYMENT OF CREDITORS. (Received 12.30 p.m.) PARIS, June 24. The congress of International Chambers of Commerce has opened. Mr. van Vlissingen, in his presidential address, said that the world's economic conditions were worse than two years ago. As long as the foundations of world trade were not restored, there could not be confidence in the future. Sir Arthur Balfour and Mr. Yosaburo Ito agreed that Japanese competition in the world markets had promoted general wealth. Mr. Ito explained that export trade was vital to Japan, where the livelihood of 70,000,000 people depended on the importation of raw materials.
Moreover, Japan could pay her creditors only by exports. All countries desired the opening of new markets, which could be attained by allowing Japan to increase her wealth through exportation and become a great buying country.
