Tim explanation offered by the postal authorities is that the senders of the Correspondence in England had attached postage at the old Karachi rate \vhich had been considerably increased with the inauguration of the new Singapore to Australia Ret-vice* All the ooi-res-
pondcnce which had been heavily taxed had not been accepted, as persons had the tfght of refusing to t;ikc delivefy, and many had made use of that right.
