Paraguay has cabled to the League of Nations that the latter's peace formula to settle the hostilities with Bolivia is impractical, and virtually rejecting the project. i The decision of Paraguay will be considered disheartening in view of the present efforts being made to stop the disastrous Gran Chaeo war by both America and the League. It is all the more surprising because Bolivia accepted unconditionally the League's proposals for a peace conference. Paraguay's refusal, however, must have been anticipated, since, at the same time, an order was issued in La Paz, the Bolivian capital, for tlte mobilisation of every citizen capable of bearing arms.
