AMUR RIVER "INCIDENT."

[ TOKYO, June 1. The spokesman of the Japanese Foreign Office referred to three recent border incidents when Russian guards fired on Manchukuo vessels navigating the Amur River. He said the Government regarded such shootings, whatever the reason, as dangerous, and a repetition might affect the relations between Japan and the Soviet. The Foreign Minister, Mr. Hirota, has instructed the Japanese Ambassador in Moscow, Mr. Ota, to make friendly representations to the Soviet.
