Labour Troubles Recur in North Of China. POLICE FIRE ON MINERS. United P.A.—Electric Telegraph—Copyright) (Received 10.30 a.m.) PEKING, March 21. Tientsin dispatches state that martial law has again been proclaimed in Tangslian mining area owing to a recrudescense of the labour dispute. Angered by the arrest of two comrades, a crowd of miners surrounded the offices of the Sino-British Kailan mining administration, pulled the fires from the boilers of the mine, and smashed the windows of the power station. The police fired oil tlic crowd, killing three and wounding six. JAPANESE KILLED. FIGHTING WITH BANDITS. (Received 10.30 a.m.) TOKYO, March 21. Reports from Harbin state that a Japanese, Captain Kitagawa, and 22 others were killed and upwards of 60 wounded, when fighting bandits in the town of Ilan on Monday.
