The members of the new Rumanian Cabinet, which "was formed by M. Tartarescu, following the assassination of the former Premier, Dr. Jon Duca, took the oath of allegiance before King Carol. Surprise was created at the swearingin ceremony by the fact that the Cabinet did not include M. Titulescu, the former Minister of Foreign Affairs, -who lias been on holiday in Switzerland. The new Premier, M. Tartarescu. announced that he would himself take the portfolio of Minister of Foreign Affairs. He also stated that his Cabinet, in its programme and structure, would be a continuation of the late Dr. Duca's administration.
