Mr. Hoover Enters Lynching Controversy. MR. ROLPH'S SARCASM. SAN FRANCISCO, December 1. Ex-Presidont Hoover has entered into the lynching controversy with sharp exchanges between him and the Governor of California, Mr. James Rolph. On Wednesday Mr. Hoover signed a statement in conjunction with a number of educators and civic leaders condemning Mr. Rolph's stand in refusing to call out the State troops on the occasion of the lynching of the murderers of Mr. Brooke Hart in San Jose.

Yesterday the Governor said: "I deplore the use of troops against our people. Look what a mess we got into when troops were called out in Washington against the bonus marchers."

This was in reference to Mr. Hoover's eviction of the war veterans in the summer of 1932. It drew a sharp counter statement from Mr. Hoover.

The former President accused Mr. Rolph of gross ignorance of the facts. He said that no one was shot or other* wise injured through the calling out of the troops in Washington. It was done to prevent bloodshed.
