Restoration of Monarchy in Germany. PAPEN REBUFFS FOREIGNERS. (Received 10.30 a.m.) BERLIN, October 24. The Chancellor, Herr von Papen, denied that the restoration of the monarchy wae imminent. Germany refused to acknowledge that foreigners were competent to decide what was the most suitable constitution for Germany. The German people alone would decide. The question at present was not even being discussed. The Berlin correspondent of the "Daily Telegraph" states that since the general election the Nazi leader, HenHitler, has been losing hie adherents faster than he has made them. The numbers attending his meetings are dwindling in a remarkable fashion. His East Prussian campaign was a fiasco.
