LIBERAL POLICY.
DECLARATION BY PARTY
LONDON. March 25. The Liberals' "shadow cabinet," by .'37 votes to 17, adopted a declaration of policy laying stress upon the party s independence. Sir Archibald Sinclair, Chief Liberal Whip, withdrew, his resignation. Mr. Lloyd George will present the declaration to a meeting of candidates on Thursday.
