RUGBY, September 17
The first of a series of three Cabinet councils to be held, on successive days took place this morning. The Prime Minister, Mr. Eamsay Mac Donald, presided and all the members except: the Foreign Secretary, Mr. Arthur Henderson, who is at Geneva, were present. It is understood that unemployment and various Departmental questions are the principal subjects to be discussed. <
