OTAHUHU TROTTING CLUB

WELLINGTON, Wednesday.

Several items of Auckland and provincial interest are contained in the Local Legislation Bill, read the first time in the House of Representatives.to-night. The bill validates the merger of the Otahuhu Trotting Club and the Auckland Trotting Cluh. The merger is conditional upon the property and assets oi the Otahuhu club vesting in the Auckland Trotting Club. The Gaining Amendment Act provides that on the dissolution of a trotting club the assets remainin o- shall be disposed of for public or charitable purposes in such a manner as the club may, with the approval of -the Minister of Internal Affairs, have determined prior to its dissolution, or, in default of such determination, in the manner appointed by the GovernorGeneral in Council. In view of the terms of that section it is doubtful whether the asisets of the Otahuhu Trotting Club can vest in the Auckland Trotting Club on the merger taking place. The object of the clause in the bill is to remove these doubts.

Tuakau Bridge. The agreement between the Crown and the Raglan County Council relating to the construction of and contribution towards the cost of an overhead bridge at the Tuakau railway station is validated. On April IC, 1928, an agreement wae made between the Minister of Railways and the Raglan County Council relative to the erection of the bridge. The council agreed to contribute £600 by instalments extending over a period of ten years, with interest payable on the unpaid balance at the rate of 0 per cent per annum. The council had no legal authority to make the agreement, and the bill validates it. The action of the Tuakau Town Board in contributing £170 towards the cost of the bridge is also validated. . .

Gravitation Water Supply. In 1924 the Cambridge Borough Council was authorised by a ratepayers' poll to raise a special loan of £37,900 to establish a gravitation water supply and incidentals. One of* the purposes set out in the voting paper was the purchase of land for a catchment area. After raising the loan the council entered into an agreement with the Crown and neighbouring local bodies for the common purchase of Maungatautari scenic reserve for a common catchment area. The council's contribution to the scheme amounted to £259, which was paid out of the loan. The expenditure, however, was not actually in accordance with the purposes as set out in the voting paper, and a clause in the bill validates the expenditure. Another clause empowers the Tauranga Borough Council to lease portion of the old public library building to the I'hmket Society, and use the other-por-tion for a women's rest room. Council, of a compassionat&.allovvance; of £100 to the widow of the late town clerk is validated.

Foreshore Rights'. The Takapuna Borough Foreshore Act, 11914, vested certain parts of the foreshore of the borough in the Takapuna Borough Council as an estate in fee simple. Special provision was made that the issue of a certificate of title should be without prejudice to the rights of access by water of owners of land abutting on the foreshore. The certificate of title in terms of the Act was issued to the council. Some time ago,

I A further clause authorises the Mount I Roskill Road Board to spend on other I public works £4027, being the unexpended I balance of a loan of £5500 raised for the I erection of a stone-crushing plant and I the development of a, stone quarry on a I metal reserve in Mount Roskill. I The _ Whakatame* Harbour Board is I authorised to transfer, without payment, & land to the corporation for the erection § of Plunket rooms and a women's rest I room. ■ The action of the Waitomo Electric I Power Board in expending £10,916 for I the purposes of and in anticipation of I the raising of a loan of £20,000 for the I erection of offices and showrooms and 1 the purchase of equipment and reticu--1 lation is validated.
