LOAN PROPOSAL.

LYNN BOROUGH.

CONCRETING TITIRANGI ROAD.

VOTING , ON THURSDAY.

On ' Thursday - New; Lynn -ratepayers will -be asked : to [ sanction loan proposals relative to the', concreting of Titirangi Road,i the business area of Totara- arid Todd's Avenue and the extension of the borough'water mains to the new Kelston Area. \ „ ...... ; The roading • proposals involve a sum of £4650. Of this sum £3000 is required for-the concreting of Titirangi Road. The estimated cost of this work is £9000, on which the borough council willi receive a subsidy of, £3 for £1, with the, exception of such- items of expenditure as engineeririgl fees,; cesspits arid £ pipe drains." The average maintenance cost per year of this road. : during the .past two ; years' has been £263 9/3: . With this expenditure there has been room for considerable ,improvement in the condition of this secondary main highway. At 8| per cent the annual loan charges amount to £262 5/, being no greater, than the present maintenance charges, which give every indication of increasing year by year. The ratepayers of the Titirangi riding of the Waite'mata County have sanctioned their part of the proposals and the formation work is Bearing, completion.

In asking the ratepayers to approve of the concreting of Todd's and Totara Avenue from the Great North . Road to the station level crossing, it is stated that considerable improvement can be carried out without placing a greater burden on the ratepayers. A sum of £1650 is required for this work, with an annual charge of £144. Extraordinary traffic using these short thoroughfares has necessitated a maintenance cost of £277 6/3 during the past two years. It is the council's intention not to allow any increases in annual-loan charges to affect i the. total rating, but to make, a commen- i gyrate reduction in the general rate to balance the loan rates to be collected. Waterworks Extension. The Government Loans Board has sanctioned the taking of a poll for the extension of the borough waterworks on the full proposal of. £8600; but have only given permissjpn, for, the. expenditure; of

£2400, and additional sanction must be I sought for any further expenditure. The work intended to bo executed with this latter sum is the reticulation of the new Kelston area (for which, purpose there is already available, the sum of £1340 from a county loan at present unraised, and when raised will be a special charge on the original : area) and also 65 chains of 4in water main' in the i rest of:'" the borough to replace smaller pipesj giving inadequate service for drainage-sewerage requirements. To complete Kelston reticulation £1100 is required, and the- balance of - £1300 'is only to be expended when found absolutely necessary. All the polling booths. are situated within the borough.
