WHALE PROTECTION.
Dominions Move for World Convention. LICENSE TO OPERATE. GENEVA, September 14. The whaling convention which will come before the Economic Committee at the present session of the League of Nations provides for the issue of licenses by those nations. which control whaling ar^as. Sir Robert Borden, on behalf of Canada, will move an amendment, with the co-operation of Australia and New Zealand, seeking to givo the right to issue such licenses if a nation deems it advisable. Canada is concerned about the use of floating factories, by which whalers avoid the necessity for putting into ports or employing coastal stations. The draft, whaling convention prohibits in all cases the killing of calves and immature whales and female whales accompanied by their young. It prescribes the fullest possible use of carcases, and prohibits the engagement of gunners and crews on terms under which their remuneration depends entirely upoi. the number of whales taken. It provides that no vessel of the contracting parties'. countries shall take or treat whales unless a license has been granted by tho contracting party to which she belongs, or at least unless the owner has notified his Government of his intention to employ tho vessel for whaling. • ' !
