Interest has been aroused by an nouncement that Mr. Edward Harkncss, an American railway magnate of Scottish descent, proposes to devote a large sum of money to educational and social work in Britain. The amount Mr. Harkness- will spend in this way is understood in Parliamentary circles to be at least £2,000,000; The Leader of the Conservatives, Mr. Stanley Baldwin, -possibly will be a member of the committee which is to recommend outlets for the fund. However, nothing is likely to be decided hastily.
