TRANSPORT BOARD FLUTTER.

ACCOUNTANT GRANTED LEAVE

CHAIRMAN'S CASTING VOTE.

"May I draw your attention to the fact that this, is an extraordinary attitude for the board to adopt," said the chairman of the Transport Board, Mr. J. A. C. Alhun, at to-day's meeting, when an amendment was moved to refer back to committee a proposal to grant seven months' leave on full pay to Mr. J. L'\ Hollinrake, the chief accountant, for the purpose of proceeding next year to England by way of America. Mr. F. S. Morton precipitated the discussion by asking the chairman if it was usual for the board to grant such applications. The Chairman: There is no precedent. Mr. Phelan said that, as he had stated at the meeting of the board in committee, he considered it quite wrong for the board to grant one of its officers seven months' leave on full pay. The Chairman: One month's leave is due to Mr. Hollinrake, so that the board would be granting six months' special leave. Mr. Entrican suggested that a special committee should go into the question and make recommendations for the future guidance of the board. He therefore moved that the matter be referred back to committee. Mr. Morton seconded the amendment. The chairman pointed out that when the board in committee decided to make the recommendation only one voicd was raised in opposition, that of Air. Phelan. There would be no cost to the board, and the work would be carried on by means of a readjustment of stall". Air. Coyle: This is an unheard of proceeding. I cannot understand a person voting in committee one way and then coming to the meeting of the board and voting another way. The amendment was defeated on the casting vote of the chairman, the other members voting against it being Messrs. Baildon, Ashley, and Coyle. The recommendation to grant leave was therefore adopted.
