SCOUT MOVEMENT.
COMMISSIONERS' CONFERENCE. Commissioners for Boy Scouts, representing all the districts in New Zealand, have been in conference in Christchurch to consider proposals for tlie advancement of tlie movement. All the Auckland and Wellington remits which include proposals regarding the group system and badge standards have been adopted. The group system was introduced recently by the English authorities, and its adoption here will give the movement a decided fillip. Under this system the various units (Cubs, Scouts, S?a Scouts, and Rovers) which go to make up any individual group are co-ordinated under one leader who is thus able to establish uniformity of purpose and training. The group-scoutmaster, as such a leader is called, and who may personally conduct any one section if he so chooses, confeis regularly with his associates who are conducting the other sections 111 order that group problems may be discussed and solutions arrived at.
