Senate.
PREVENTING A BLOCKAGE.

WASHINGTON, January 21.
Alarmed at the continued delay in the Naval Building Bill, the Republican leaders held a conference with Mr. Wilbur Curtis, Secretary of the Navy, and decided to use strenuous efforts to prevent a blockage of the measure. The conference was called by Chair* man Hale, of the Senate Naval Committee, who complained that his Naval Bill was beidg buffeted by the Appropriation Bills, which have the right of way. **We susjieeted a subtle filibuster against the Naval Bill," he said, "and asked tt» co-operation of the leaders to prevent delay, fearing that if the delay continues for another week the bill will be involved in a filibuster lyhich would prevent its enactment before March 4." The leaders agreed to have the Senate meet an hour earlier and adjourn an hour later each day to hasten the Appropriation Bills, and agreed that night sessions might be necessary nest week if the way was not then cleared. They I stated that they would, at any rate, not permit the bill to be jeopardised.
