Poland Ready To Negotiate

WARSAW, January 21. Now that the United States has ratified the Kellogg Pact, Poland has notified the Soviet that she is ready to negotiate the Soviet's regional protocol. She welcomes the Soviet's inclusion of Rumania and says Poland is ready to act.
A mesagse from Warsaw, on January 14, stated that the Polish Government had replied to the Note from the Soviet, dated December 28. suggesting the execution of certain protocols to make effective the Kellogg anti-war pact without waiting for ra ''® ra t' on by the other Powers. Inland agreed with the principle of the plan, but expressed astonishment that Russia addressed the proposal to Poland and Lithuania and not ti her other neighbours. Moreover, Poland was astonished th "t Russia should approach Lithuania, which has no common trontier with Russia and which refused to enter into diplomatic relations with Poland. Poland maintaining the necessity for securities in pastern JMirope, was consulting Latvia, Estonia, Finland and Rumania, before moving further in the matter.
