GERMAN TAXES.
Increases To Meet The Budget
Deficit.

Cabinet is considering the proposals of Dr. R. Hilferding, the Socialist statesman, to cover the Budget deficit o* 500,000,000 marks, partly due to the increased reparations payment of 300,000,000 marks. Dr. Hilferding plana to increase the beer tax to the extent of 165,000,000 marks, spirits 90,000,000 marks, the capital tax 104,000,000 marks, the succession duty 20,000,000 marks, and the Post Office contribution 26,000,000 marks.
Hβ proposes to hold back payments to the States communes to the extent of 120,000,000 marks. Most of the proposals meet with serious opposition.
The Bavarian People's party threatens to withdraw its representatives from the Cabinet if the beer tax is increased. States are opposing the withholding of revenues though Mr. Parker Gilbert criticised the present methods of assigning the same.
The Cabinet is expected to spend the week in discussing a means for a compromise with many sided opposition. Criticism has already made increased taxation Tead the outside world to an over-estimate of Germany's capacity to pay her reparations.
