Hertzog's Warning To Free State Electorate. MUST BE PASTORALIST. (Australian and N.Z. Press Association.) (Received 10.30 a.m.) CAPETOWN, July 27. General Hertzog, in his concluding address after a tour of the Free State, dealt with the native question. He warned the country that if civilisation was based on uncivilised labour it would follow the path of older civilisations based on slavery. He pointed out the danger of the native ceasing to be a pastoralist and becoming an industrialist, which would be disastrous. In the cities the native was at the mercy of agitators and a stage, had been reached which compelled the Government to take action. He hoped hi« native bills would pass next session.
