CONTROL BOARD QUOTAS.
The facts in connection with Mr. Leonard's statement are that the chairman originally stated that a certain firm receiving one-fifth of the board's allocation had sold its quota: up to a certain date. Iu his comment on thin, • \ Leonard affects to misunderstand the i position as between sales and the quota and ■ makes his statement on the sales, utterly j ignoring the fact that the reference was to i the sale of that firm's quota. If Mr. Leonard ' had also taken into consideration the stocks, remaining in London, he would have more nearly at the position. Bv adding ths% unsold stocks to the sales, a total of veiy/j a million boxes is arrived at. One*-, fifth of that is approximately 200,000 boxei,J wwT eren allowing the American sales of'"! 100,000 boxes it is obvious that the actual!] sales in London by this firm for the period'] under review were 100,000 boxes. As th»3 total sales in London were up to that point I 460,000 boxes, this means that this firm na i to that point sold in round figures 100000 \ boxes, while all the other linns put together ! succeeded in selling 360,000 boxes. The merit; of this performance is outstanding. In con- . nection with the cablegram mentioned as received from London, it is officially understood that all firms are definitelv on the same basis of commission. An extra commission ' is allowed only where an extra price under 1 definite terms is secured. Xo preferential treatment is given. All agents are on tho same basis. ACCOUXTAXT.
