It is stated that the Cantonese and i Shantungese commanders have arranged that Shanghai shall be a neutral area, j Furthermore, the son of Marshal Chang 1 Tso-lin (••Red'' commander), General Chang Hsueh-liang. has agreed to divide the Shanghai surtaxes with the Can- j tonese in exchange for the governorship 1 of Kiangsu. j ;
