INCENDIARIES AT WORK. MOSCOW, July 6. The city is suffering from an epidemic of incendiarism. A huge railway depot at Kazan, which ■vvas stocked with chemicals, oils and other inflammable material, was gutted in an outbreak of fire yesterday. Last week a wooden bridge over the river was destroyed, and a three-storeyed home for invalids was consumed by fire with lightning-like rapidity.
