PLOTS AGAINST THRONE. MADRID, July 4 As a sequel to the recent discovery or" a plot to assassinate King Alfonso the Spanish G. vernment has decided that in addition to the ordinary legal penalties it will institute a system of extraordinary tines to be imposed on persons who at-.empt to stir tin troub'e or impede the reconstruction of the country.
