COLOUR BAR BILL. REJECTED BY THE SENATE. CAPETOWN, March 18. The South African Senate again rejected, by 22 votes to 12, the second reading of the Mines Act Amendment Bill, popularly known as the "Colour Bar Bill." The Upper House has thus confirmed the attitude it adopted last session, namely, that if the hill hecame law it would inflict a grave injustice on the natives. The action of the Senate necessitates a joint sitting of the two Houses to coneider the position.— (Reuter.)
