CAPETOWN, February 19. _ The South African Economic Commission has made its report- The 01117 point of agreement in the majority and minority reports is the necessity for arresting' migration, to the towns. The majority report recommends the Government to undertake a complete survey of the economic position of the native people. It expresses the folio-w----ing opinions: (1) Apprehension in regard to the future of the white worker In competition with' the native will be falsified if South Africa continues to develop its national resources on economic principles. 4 {2) The European haa leas to fear from the improvement than from the deterioration of the economic status of the native. (3) Contact between the native and the European has lasted, too long, and their economic co-operation is too intimate and well-established for the exclusion of the native from European areas and European industries. The Commissioners further declare that the substitution of whites for natives in the gold mines is not an economic proposition. It would be sounder policy for the Government to employ a proportion of its share of the profits from the gold industry in. developing other forms of production in the country, rather than to induce a large number of whites to make their livelihood dependent on the industry. They are also of the opinion that the exclusion of Hast Coast natives is unnecessary.— (Reuter.)
