' It is revealed that Admiral yon Tirpitz ( if'aß mainly responsible for the war * because he continually secretly pressed * for the building of ail types of battleships in advance of the official pro- J gramme, using private yards, by which '■ means he even hoodwinked the Kaiser. Meanwhile Count Metternich, German E Ambassador in London, was repeatedly ■writing to Berlin and declaring that GeTman naval armaments were greatly alarming Britain, and pointing out that an' Anglo-German war would be inevitable unless Germany ceased arming. , The Kaiser, sneering at Count Metternich, said: "He is only fit for a lunatic ' aeylum." Later Wilhelm became furiously angry "with Count Metternich because the latter failed to prevent Britain laying down additional ships.
