SEAMEN AND OWNERS. MOKE TROUBLE BREWING. (Received I_3o p.m.) MELBOURNE, this day. It is regarded as certain that the conditions imposed by the ultimatum -of the steamship owners regarding job control will not be acceptable to the seamen, and in the event of their being put into operation the hold-up of inter-State shipping is inevitable: but as an ultimatum will have to be considered by the State and Federal executives, it will be some time before a definite reply can be made.
