CONFLICTING DUTIES.
If it is correct, as reported in our news to-day, that the British Govern- . ment proposes to bold an Imperial Conference this year, there will soon be another conflict between Dominion PreI miers' duty to their country and their duty to the Empire. The period JuneOctober is given as that in which the conference would be convenient to the 1 British Government. It will certainly j not be convenient to the New Zealand Government, for one. Our session begins in June (though there is no reason why it should not begin much earlier) and ends in November. Mr. Coates will meet a new Parliament, and will be ex- ; pected to formulate his own policy and carry it through. If he has to visit Engi land this programme will be seriously j upset. New Zealand prides itself on its ' devotion to the Empire, but it has become impatient about the interruption of domestic business by visits of the head of the Government to England. Either the Prime Minister must delegate his leadership and allow Parliament to carry op in his absence —and there are formidable objections to such a course at the present time—or the Dominion must be represented at these conferences by , another Minister.
