RUSSIANS ON THE FRONTIER. 2.30 p.m.) TOKYO, December 10. The Government party presented a resolution to the Premier censuring the Government for failing to act to prevent present developments in eho Manchurian situation, and advising , that steps be taken to protect Japanese interests. The Premier is expected to announce hia own views shortly.
War Office advices from Harbin report that Russian troops on the Chinese frontier are apparently being reinforced, though the reason ia not certain. —(A. and N.Z. Cable.)
