MR. KISSEL APPOINTED. (By Telegraph.—Own Correspondent.) WELLINGTON, Friday. ' The appointment is announced of Mr. F. 'T. M. Kissel, principal assistant electrical engineer, to the position of chief electrical engineer to the Govern- ' ment of New Zealand, rendered vacant , Iby the death of Mr. L. Birks. i I Mr. Kissel was the originator of both I the Mangahao and Arapuni hydro-elec-tric schemes, as finally adopted by the ; Government, and he acted as chief electrical engineer during the absence of , the late Mr. Birks for five months in Australia, owing to ill-health, and dux-1 ' ing the last six months. j Mr. Kissel was selected by the Minister of Public Works in 1922 to visit ! America and the European countries in ■ which hydro-electric development had been most extensive, with a view to bringing the Department's development into line with the most modern systems.
