RUM FLEET DOCTOR.
A DUTY PAROLE. NEW YORK, July 18. Koystan Foulkes, who is allegedly engaged in off-shore whisky traffic, was arrested by the immigration authorities for landing in the United States without a passport. When it was found that his mission was on behalf of a dyins sailor he was returned to the "rum fleet" in a coastguard cutter under a white flag. Fonlkes said he was a native of Sydney, and a graduate in medicine at Glasgow and London Universities. He signed on last autumn on the four-masted sailing vessel Rask on a three months' voyage to Bermuda. He sought experience among; men of adventure as material for writing i action-—(A. and N.Z.
