ARMIES OF THE BALKANS.
BULGARS SEEK CONSCRIPTION. "CHAX&ENGE TO YUGOSLAVIA. BELGRADE, January 1. , A grave situation between Yugoslavia and Bulgaria has followed a speech in the Sobranje (Bulgarian Parliament) by M. Izankoff, Prime Minister, who referred to the treatment of Bulgarian minorities and the desire of Bulgars to suspend voluntary enlistment of tho army. He said he hoped the Allied Powers would authorise the Government to recruit temporarily the army on a conscript basis.
This is interpreted in Belgrade as a demand to keep a standing army and equal to a challenge to Yugoslavia. Tlie Cabinet discussed the r.peech, after which Rakrtch, Yugaslavia Minister in Sofia, was instructed toy telegraph to return to Belgrade to confer with the Government.
Official circles are of opinion that M. IzankofFs utterance marks a definite change in Bulgarian policy in favour of restoration of pre-war conditions in the Balkans. Yugaslavia newspapers irrespective of party declare that it is (the duty of the Government to adopt ■ military steps if necessary to assure fujture security.—(A. and N.Z. Cabllc.)
