Amnion (I/abour) described the hill as an insult to the American people. Cries of "No" were raised, and Sir F. Bainbury interjected: "I am not in • the habit of taking things lying clown." (Cheers.) Before the French liner France sailed . for Havre, 270 of the crew of GOO served notice on the captain that they would not return with the ship to Xcw York if the regulation forbidding a wine ration in American territorial waters continued ; to be effective. • The crew while in port have been • without wine. Officers of the company ' announced that the notice would be dis- ■ regarded. No wine would be served while ■ in American territorial waters, and the i schedule would be maintained at all costs.
