RUSSIAN TROOPS WITHDRAW. TOKYO, April 30. The Japanese War Office in a commu-: nique announces that Japanese troops occupied the northern section of Salelialin Island unopposed. Troops will proceed to Nikolaevsk where the Japanese garrison is believed to have been annihilated. The. Siberian Provisional Government has accepted the Japanese demands, including the with- i drawal of all Russinn troops 30 kilo-! metres from districts occupied by Japanese and the surrender of Russian warships, arms and areenals.
