REGULATION PROPOSALS,
ESTABLISHMENT OF COURTS.

LONDON, November 6
Sir R. S. Home (Minister of Labour) introduced into the House of Commons his bill to regulate industrial disputes. The bill provides for the establishment of an industrial Court, consisting of members representing employers and workmen, alao independent members chosen by the Minister of Labour. The independent members will elect the chairman. The Minister of Labour may refer any dispute to the Court if both parties consent. If the Court is unable to agreq the matter will be decided by the chairman, acting with full powers as umpire. The Court will have power to compel evidence and to impose penalties for perjury.—(A. and N.Z. Cable.)
