UNDELIVERED SHIPS.
A GERMAN PROPOSAL. BERLIN, November U. The German Government has replied to the Supreme Council's Xotc relating to the transfer of five German ships to Dutch compares during the war. Germany offers to submit the question to suoh arbitration as may be arranged by the Allied and Netherlands Governments. Germany declares that her attitude is purely guided by the rights of the neutrals concerned.—(A. and N.Z. Cabl?.)
