V.C. REPRIMANDED.
LiONDON, November (i. Lieutenant-Colonel Kelly wrote to the V.C., was severely reprimanded by courtmartial.—(A. and N.Z. Cable.)
Meutent-Coloiiel Kelly wrote to the "Daily Kxprcss" stating that he found plans had been laid for an ambitions campaign in the interior of Kussia, the nature of which was secret. The War Olhce announced that Colonel Kelly V allegation was unfounded, and thai officer was removed from his post on August 10 and sent back to Knglantf on a charge of a serious offence agai'lot fie Army Act.
