(Received 2.00 p.m.) WASHINGTON, May 16. Congressman Gardner, of Michigan, has resigned his seat to enlist in the army. Several others are entering the Eavy at the end of the session.— .(Renter.) ROOSEVELT TO FIGHT. (Received 2.40 p.m.) NEW YORK, May 16. Ex-President Roosevelt intends going to France whether Congress approves or not. He plans to raise a volunteer army in New York State and head them in the battlefield.
