WASHINGTON, February 11. __• General Army Staff is drafting a universal Military Service Bill, providing for the enrolment and drilling of half-a-milfion nineteen-year-old youths annually. . The immediate creation of a submarine base at the Atlantic entrance of the Panama Canal has been recommended by Congress. The Secretary' of the Navy asked for £300,000 for the purpose.
