The Paris "Figaro," by quotations from German writers, shows that Germany, prior to v the war, contemplated the conquest of South America; firstly, by immigration -. secondly, by commercial expansion; finally, by arms. She already had arranged to cede to England Brazil, Peru and Bolivia, retaining herself the Argentine, Chili, Uruguay and Paraguay. She.had also arranged a course of action in regard to the Central American Republics.
