French newspapers assert that ftal3-'s declaration is not the result of chance, or even the completion of military, economic, and political preparation. The moment was chosen that would give the step the maximum moral effect when the Central Powers were everywhere pressed and when signs were not wanting that Germany was commencing to look more to herself than to her allies.
