The "Times" Bucharest correspondent states that the Austrian and German Legations, supported by some prominent pro-Germans, finding pressure on M. Bratiano, the Premier, futile, tried to provoke dissension between M. Bratiano and the King. The latter was not responsive to this unconstitutional procedure. The concentration of troops was almost completed before tho decree announcing the mobilisation was issued. The authorities are dismissing the State's alien employees, including many Germans, of whom there arc a number in tho technical services.
