News of the Italian and still more of the Rumanian declarations have caused a. more profound impression in Berlin than any event since the British intervention in the war. German newspapers are bitterly attacking Herr yon .lagow. Foreign Minister, and Herr Zimmerman, his Under-Secretary, regarding them as being particularly responsible for a diplomatic defeat. . The Rumanian l.egntion is guarded by police. The windows of tho Italian Embassy were broken by stones. Tiie Rumanian Ministers will be handed their passports to-day.
